REVIEW OF CORRESPONDENCE There was no correspondence this evening.
ENGINEER’S REPORT Engineer Hirsh reported that the annual storm water report is due May 1, 2020. He stated the FY2016 Parks grant project was 80% complete. The note the FY2019 Park Grant awards have not been announced. He state the FY2015/2016 NJDOT project was complete and he was waiting on the NJDOT for the final documentation. He stated the FY2018 NJDOT project had minor punch list work remaining. He state the FY2019 NJDOT project was complete and we were awaiting the maintenance bond and close out documents. He noted his engineering proposal for the 2020 NJDOT project was on the Agenda this evening.

BE IT ORDAINED
by the Township Committee
of the Township of North Hanover, in the County of Burlington, State of
New Jersey, as follows:
SECTION 1.
$14,000.00 is hereby
appropriated from the Capital Improvement Fund of the Township of North
Hanover, in the County of Burlington, New Jersey (the “Township”) to
provide for improvements to the Municipal Building Heating Systems and
accessory equipment therefor incidental thereto.
SECTION
2.
Said acquisitions are lawful capital improvements of the Township
having a period of usefulness of at least five (5) years.
Said improvements and acquisitions shall be made as general
improvements, no part of the cost of which shall be assessed against
property specially benefited.
SECTION 3. This ordinance shall take effect upon final passage and publication according to law

WHEREAS, the Recreation Advisory Committee has vacancies
created by resignations of individuals or by term expirations; and
WHEREAS, it is the desire of the North Hanover Township
Committee to fill the vacancies

Resolution Approving Mobile Home License Transfer

WHEREAS, pursuant to Chapter 4-040 of the Revised General
Ordinance of the Township, the Township Committee has the authority to
either transfer a mobile home license or transfer the license on
conditions; and
WHEREAS, the Mobile Home Inspector has checked the
application and ascertained that the requirements of Chapter 4-040 have
been met.
NOW THEREFORE BE IT RESOLVED, by the Township Committee of
the Township of North Hanover, County of Burlington, that in accordance
with Chapter 4-040 and based upon the Mobile Home Inspector’s
certification, the governing body authorizes the following Mobile Home
to be issued a Mobile Home License #134 transfer for:

RESOLUTION ADOPTING THE
BURLINGTON COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN FOR THE
TOWNSHIP OF NORTH HANOVER
WHEREAS, the North Hanover Township has experienced natural hazards that result in public safety hazards and damage to private and public property;
WHEREAS, the hazard mitigation planning process set forth by the State of New Jersey and the Federal Emergency Management Agency offers the opportunity to consider natural hazards and risks, and to identify mitigation actions to reduce future risk;
WHEREAS, the New Jersey Office of Emergency Management provided federal mitigation funds to support development of the mitigation plan;
WHEREAS, a Burlington County Multi-Jurisdictional Hazard Mitigation Plan has been developed by the Mitigation Planning Committee;
WHEREAS, FEMA Region II has approved the Burlington County Multi-Jurisdictional Hazard Mitigation Plan; the purpose of this Plan is to reduce the loss of life and property due to natural disaster;
WHEREAS, the implementation of the Burlington County Multi-Jurisdictional Hazard Mitigation Plan will protect the health, safety, and welfare of the residents of the North Hanover Township as well as reduce potential damage and shorten the disaster recovery period;
WHEREAS, the Burlington County Multi-Jurisdictional Hazard Mitigation Plan includes a prioritized list of mitigation actions including activities that, over time, will help minimize and reduce safety threats and damage to private and public property, and
WHEREAS, the County of Burlington conducted a web-based public survey from March 2019 to December 2019 to introduce the planning concept and to solicit questions and comments; and to present the Plan and request comments, as required by law;

Control to Administer Aerial Surveillance and Treatment Program

RESOLUTION AUTHORIZING THE
BURLINGTON COUNTY DIVISION OF MOSQUITO CONTROL TO ADMINISTER AERIAL
SURVEILLANCE AND TREATEMENT PROGRAM
WHEREAS, the Township Committee of the Township of North Hanover does hereby authorize the Burlington County Division of Mosquito Control to apply pesticides from aircraft to control mosquitoes over portions of North Hanover Township; and
WHEREAS, the Township Committee of the Township of North Hanover understands that all pesticides used are registered with the NJDEP for aerial application by the State and the USEPA; and
WHERAS, the Township Committee of the Township of North Hanover further understands that the areas being treated are only those found to have a significantly high mosquito population and may present either a public health nuisance of disease factor;
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of North Hanover that it hereby approves and authorizes the Burlington County Division of Mosquito Control to administer aerial surveillance and a treatment program to North Hanover Township and hereby authorizes the Mayor and/or Township Clerk to execute the document to authorize said services;

WEBSITE FOR NORTH HANOVER TOWNSHIP
WHEREAS,
the North
Hanover Township Committee has determined a need for the maintenance of
the website for North Hanover Township;
and
WHEREAS, Christine
Webster has agreed to maintain the North Hanover Township website for
the year 2020 for the cost of $5,200; and
WHEREAS, it was the
unanimous consensus of the Township Committee to retain Christine
Webster to maintain the North Hanover Township website for the year
2020, in the amount of $5,200; and
NOW THEREFORE, BE IT RESOLVED by the Township Committee of
the Township of North Hanover, County of Burlington, State of New
Jersey, that the Township Committee hereby agree to retain Christine
Webster for the maintenance of the North Hanover Township website for
the year 2020 in the amount of $5,200.00; and
BE IT FURTHER RESOLVED that a certified copy of the
executed agreement be transmitted to Christine Webster and the Chief
Financial Officer of North Hanover Township.

AUTHORIZING TOWNSHIP CLERK TO EXECUTE THE ANNUAL DOG LICENSE MAINTENANCE
AGREEMENT FOR THE MUNIDEX SYSTEM
WHEREAS, the Township Clerk’s Office manages the annual
dog licensing utilizing software called Munidex; and
WHEREAS, each year
the software company called Munidex, Inc. requires an annual maintenance
agreement be executed to oversee said software;
NOW THEREFORE BE IT RESOLVED, by the Township Committee of
the Township of North Hanover, County of Burlington, State of New
Jersey, that the Township Clerk is authorized by the Township Committee
to sign the form document submitted by Munidex Inc. in order to
accomplish the necessary maintenance of our municipal dog licensing for
the 2020 calendar year.

WHEREAS,
the Township of North Hanover desires to make roadway improvements to 85
Larrison Road
located in North Hanover Township; and
WHEREAS,
N.J.S.A. 40A:11-6.1, authorizes the solicitation of quotations, if
practicable; and
WHEREAS,
the Township Engineer has reviewed the quotes received and recommends
the lowest quote submitted by All Pro Paving, LLC; and
WHEREAS,
the Township of North Hanover has sufficient funding in place as
evidenced by the Chief Financial Officers certification of the
availability of funds.
NOW THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover, County of
Burlington County, State of New Jersey hereby accepts the lowest quote
by All Pro Paving, LLC, for Roadway Improvements to 85 Larisson Road in
the amount of $3,500.00.
BE IT FURTHER RESOLVED
that the Chief Financial Officer is hereby authorized to issue said
purchase order aforesaid on behalf of the Township.
2020-36 Resolution Authorizing Change Order #1 Final to Earle Asphalt Company related to the FY2019 NJDOT Springfield Road Improvements Project

ORDER #1 FINAL TO EARLE ASPHALT COMPANY RELATED TO THE FY2019 NJDOT
SPRINGFIELD ROAD IMPROVEMENTS PROJECT
WHEREAS, by
Resolution 2019-116, the
North Hanover Township Committee awarded a Contract to Earle Asphalt
Company for the Springfield Road Improvements Project in the amount of
$75,113.13; and
WHEREAS, the
Township of North Hanover has funded the project through a FY2019
NJDOT Municipal Aid Grants in the amount of $73,990.00;
and
WHEREAS, the contract
required adjustment to reflect actual construction quantities; and
WHEREAS, current
Change Order #1 will bring the adjusted Contract price to $70,304.83,
which is a decrease to the original Contract price by 6.4% and is
permitted under the Local Public Contracts Law, and the Regulations
promulgated pursuant thereto, and the Township Committee deems it
appropriate to authorize this Change Order, subject to and contingent
upon compliance with the conditions set forth below,
NOW, THEREFORE, BE IT
RESOLVED by the Township Committee of the Township of North Hanover,
County of Burlington, State of New Jersey that Change Order #1,
submitted by Earle Asphalt Company and reviewed and authorized by the
Township Engineer, is approved in the amount of $4,808.30 to be reduced
from the contract, resulting in a revised contract amount of $70,304.83;
and
BE IT FURTHER RESOLVED
that nothing herein contained shall be deemed a waiver by the Township
of any claims it currently possesses, or may possess in the future,
regarding this Contract, the existing insurance policy, Performance and
Payment Bond, and any other rights, privileges or remedies otherwise
available to it.

Environmental Resolutions Inc. has
submitted a proposal dated January 14, 2020
for engineering services for the FY 2020 NJDOT Schoolhouse Road
Improvements Phase II; and
WHEREAS, it is the desire of the Township Committee to
accept the proposal from Environmental Resolutions Inc.
Engineers for FY2020 NJDOT Schoolhouse Road Improvements Phase
II, in an amount not to exceed $30,500.00; and
WHERAS, funds are available to accept said proposal, as
evidenced by the attached Certification of Availability of Funds;
NOW, THEREFORE, BE IT RESOLVED, by the Township of North
Hanover that it does hereby accept the proposal from Environmental
Resolutions Inc. Engineers, in an amount not to exceed $30,500.00
to provide engineering services for the FY2020 NJDOT Schoolhouse
Road Improvement Project Phase II– Base Plan, Bid

2020-38 Resolution Authorizing Partial Payment in Connection with the Schoolhouse Road Park Baseball/Softball Improvements

A RESOLUTION AUTHORIZING PARTIAL
PAYMENT IN CONNECTION WITH SCHOOLHOUSE ROAD PARK BASEBALL/SOFTBALL
IMPROVEMENTS
WHEREAS,
the Township of North Hanover’s Park Improvement Engineers,
Environmental Resolutions Inc., has reviewed Thor Construction Group’s
request for a partial payment in the total amount of $12,800.00, for the
FY2016 Municipal Parks Grant Schoolhouse Road Park Improvements Program;
and
WHEREAS, the Township's
Engineer has determined that the condition of the improvement is
satisfactory; and
WHEREAS, it is the
recommendation of the Township’s Engineer that the Township of North
Hanover authorize the release of partial payment on voucher in the total
amount of $12,800.00 to Thor Construction Group.; and
WHEREAS, it is the intention
of the Township Committee to approve the release of partial payment on
voucher in the amount referenced herein, in accordance with the Township
Engineer’s recommendations.
NOW THEREFORE, BE IT RESOLVED,
by the Township Committee of the Township of North Hanover, that the
Township authorizes the release partial payment on voucher in the total
amount of $18,800.00 to Thor Construction Group.
BE
IT FURTHER RESOLVED that copies of this resolution shall be provided
to the Finance Director and the Township Engineer for their information
and attention

AUTHORIZING A CLOSED SESSION
MEETING WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
